If you want to solve global pollution and climate change, make a world building video game that takes place over the next forty years, starts now, includes elections, laws, incentives and penalties, let users suggest new penalties or incentives, and new measures, use the temperature models, parts per billion counts, ozone coverage etc, as game ranking tools, not coins or land gained, and use the pollution models we currently know from science to run result. Let it loose on the populace and crowd source the solution. Then implement the most effective strategy. Why not use these complex world building games for global benefit?
